Professional Tax (PT) is a tax levied by state governments in India on income earned through employment, trade, calling, or profession. It is enabled under Article 276 of the Constitution of India, which allows states and local bodies (municipalities, panchayats) to levy such a tax, subject to a maximum cap of ₹2,500 per person per year, regardless of which state levies it.
PT is not a central tax. States such as Gujarat, Maharashtra, Karnataka, West Bengal, Andhra Pradesh, Telangana, Tamil Nadu, Madhya Pradesh, and Kerala levy it. States like Delhi, Uttar Pradesh, Rajasthan, Haryana, and Punjab do not levy PT at all.
Salaried employees (deducted by the employer), self-employed professionals (doctors, lawyers, CAs, consultants, freelancers), and businesses or establishments themselves. .
PT paid is allowed as a deduction from taxable income under the old income tax regime, under the Income Tax Act, 1961.
Each state sets its own slabs and structure (monthly, quarterly, or annual), all within the ₹2,500/year ceiling.
Companies, firms, LLPs, HUFs, cooperative societies, clubs, and associations, must register even if they have zero employees.
Self-employed professionals, doctors, lawyers, chartered accountants, consultants, freelancers, traders, and other professionals practising in Gujarat must register and pay PT directly.
Any establishment with even one employee on payroll must additionally register to deduct and deposit tax on that employee's behalf.

Yes. Every business entity or self-employed professional in Gujarat must obtain a PEC (Professional Enrolment Certificate) and pay the fixed annual amount, regardless of whether they have any employees. The PRC (for deducting tax from employee salaries) only applies once you hire staff.
PEC is the employer's or professional's own fixed annual tax liability (roughly ₹2,000–2,400/year), payable whether or not you have staff. PRC is a separate registration required only when you have employees, used to deduct and deposit ₹200/month from each employee earning above ₹12,000/month.
Late registration attracts a penalty under the Gujarat PT Act, and late payment or deposit of deducted tax attracts interest plus a daily late fee until cleared. Persistent non-compliance can also draw extra scrutiny during other statutory audits (PF, ESI, labour license renewals, etc.).
